Paul is recognized as the co-creator of the iconic Harley Quinn character. He also co-created Freakazoid!, and Terry McGinnis. He created a variety of characters, including Jingle Belle, Sheriff Ira Red, and Madame Mirage.

His comic book work with DC can be seen in The Batman Adventures: Mad Love, Superman: Peace on Earth, Batman: War on Crime, Shazam! Power of Hope, and Wonder Woman: Spirit of Truth. His writing continues in various issues of Harley Quinn, Detective Comics, Zatanna, Batgirl, Countdown to Final Crisis, and dozens of other publications. 

For television, Paul has written for He-Man and the Masters of the Universe, Dungeons and Dragons, Batman: The Animated Series and other properties of the DC Animated Universe. He further produced episodes of Tiny Toon Adventures, Duck Dodgers, Star Wars: The Clone Wars, and much more!
